IF you are talking about the cheap ass boots they give you before you ship out to Iraq, then you can get them wet. I take them in the shower and scrub them with some shampoo and a good scrub brush. Let them dry out in front of a fan.
My husband has a cheap suede cleaning kit we bought at Payless Shoes for $5 that works great. It comes with a spray and a brush. You just spray it on and it loosens the dirt and grime. Then you use a little water and the brush to lift it off. You can get them wet without a problem. They may not be the best boots but the Army was quite aware of the rainy season in Iraq when they issued them.

with a brush and you can’t put water on them…..they are cheap and they will dry roten out… this is a real answer because my husband is in the army
water and a toothbrush. Or you can use sand if you’re in the desert. Or you can buy a cleaning kit.
